Bilaterial Adoption Agreement Between Russia and U.S. Signed

Yesterday, Secretary of State Hillary Rodham Clinton and Russian Foreign Minister Sergey Lavrov signed a bilateral agreement focused on international adoptions from Russia. The agreement states that only adoption agencies authorized by the Russian government, such as WACAP, can process adoptions from Russia, and eliminates “independent” adoptions of children from Russia by U.S. families. The agreement also emphasizes the importance of pre and post-adoption preparation and monitoring.

We are thrilled that the U.S. and Russia are working hard to ensure the safety of Russian children and best practices in international adoption!
